Scholarship Coverage

• Full tuition coverage, including language preparatory courses if required

• Economy class tickets to and from Azerbaijan once a year

• 800 AZN (~$470) for accommodation, daily expenses, and educational materials (10 months per year, except July and August)

• Annual coverage of 200 AZN (~$117) for the medical care and medication

• Assistance with a single-entry visa and a temporary residence permit for each academic year

Eligibility Criteria

• Must be a citizen of an eligible country (excluding citizens of Azerbaijan)

• Must possess the required academic background in the related field of their proposed study/research area.

• Minimum GPA of 70% or equivalent in previous studies

• Language Proficiency

  • For English-taught programs:

    • Undergraduate: IELTS 5.0 or TOEFL 40

    • Postgraduate: IELTS 5.5 or TOEFL 50

  • For programs in Russian or Turkish: Proof of proficiency or prior education in the respective language

  • For programs in Azerbaijani: Proficiency in English, Russian, or Turkish

• Age Requirements (as of September 15, 2025)

  • Undergraduate and General Medicine programs: under 35 years

  • Graduate and Medical Residency programs: under 40 years

  • Doctoral programs: under 45 years

• Completed the nomination form, the first stage (Download Nomination Form)

• Copy of academic transcripts and diplomas

• Valid passport copy

• Medical certificate (including HIV/AIDS, Hepatitis B/C tests)

• Curriculum Vitae (CV) or Resume

• Motivation letter

• Proof of language proficiency

• Local and international awards (if available)

Note: All documents must be clear, legible, and translated into Azerbaijani, Turkish, English, or Russian, and notarized.

Application Process

First Stage:

• Submit required documents to the relevant government authorities (e.g., Ministries, Embassies) in your home country by May 15, 2025.

• These authorities will review applications and nominate candidates.

Second Stage:

• Nominated candidates will receive instructions to apply through the Study in Azerbaijan Centralized Admission Service (SIACAS) portal between June 1 and June 15, 2025.

• Applicants can select up to three specialties at different Azerbaijani higher education institutions.

Selection Timeline:

• June 16 – July 15, 2025: Evaluation of applications

• July 16 – July 31, 2025: Notification of selected candidates

• September 15, 2025: Start of the academic year

• September 30, 2025: Deadline for arrival in Azerbaijan
